Policy
All private lagoon docks, new, addition, modification, or replacement

are permitted subject to approval of the approving authority.  All docks, new, addition, modification, or replacement docks shall…

  • utilize standard materials, colors (gray and sand) and design approved by the ARB.
  • be constructed at an elevation of 7.5 feet as measured by the Lagoon elevation scale located on the piling at the sanitary pumping station dock adjacent to the lock.
  • be constructed and maintained in strict compliance with the Federal and State permits. These permits “require the use of non-toxic sheeting or piles used in construction of structures within the Lagoon.” Docks and vessels moored at private docks must conform to the set back and length requirements stipulated as follows…
    • Lifted boats may not extend beyond the end of the dock. The lift decking may not exceed the height of the dock, and the lift must be installed behind the dock.  Lift owners will be responsible for any leakage of hydraulic fluid. See QHRRP 5000-525 (Dock Lifts).
    • The piles should be designed to endure anticipated forces from vessels and wind. They can be made from concrete, Eco piling, or other synthetic materials.  The height of these piles should not exceed 5 feet above the horizontal surface of the dock. See QHRRP 5000-535 (Dock Pilings).
    • Aluminum or Galvanized steel framed floating docks will be considered. See QHRRP 5000-555 (Floating Docks).
    • Encasement of floats shall be concrete, Fiberglass Reinforced Plastic (FRP) or similar material and be subject to approval by the Marina and Harbor Committee (MHC) and ARB. Full encasement of floats is required. See QHRRP 5000-555 (Floating Docks).

Note: The number and size of vessels permitted at any private dock will be determined by the size and configuration of that specific dock.

Size limits
Due to the size and configuration of some lots the approving authority has the authority to limit docks to vessels of a maximum length and/or maximum beam.
Replacement
Dock replacement is defined as removing the existing slab and replacing it with a new slab on the same footprint.  Replacement does not void any existing variances.
Repairs
Dock repairs are considered any repair to an existing dock where improvements are made to bring the dock back into acceptable condition. Owners are strongly encouraged to have a Quit Claim Deed in place prior to proceeding with any repairs (See QHRRP 5000-025 (Quit Claim Deeds and Easement Relocation).
Approving authority
Every Dock, Lift, Piling and Bulkhead Application & Permit (QHFORM 5000/4) must be submitted to and approved by the…

  1. Harbormaster
  2. Director of Marina and Harbor
  3. Architectural Review Board (ARB)
What to submit
Property owners submit these documents to the ARB for approval…

  1. Dock, Lift, Piling, Bulkhead Application & Permit (QHFORM 5000/4).
  2. checks for the review fee, CIF and deposit.  See QHRRP 5000-020 (Schedule of Fees).
  3. site plan to scale (1” = 10’), with:
    • Existing topographical elevation (to NGVD)
    • Site features, including any adjacent and nearby docks and/or erosion control devices.
    • Protected trees
    • Exact top of bank, edge of water and water elevation
    • Upland structures/features ancillary to proposed structure.
    • Any features to be added to the dock including plans for water & electric.
  4. construction drawings (3 sets) to scale (1 inch = 10 feet) including all proposed quantities and materials in the following format:
    • Plan view.
    • Cross-section view.
    • Longitudinal cross-section view.
    • Details (as applicable).
    • Location of water at MSL elevation 5.5 feet on cross sections (see table 1 below).
  5. shop drawings/material samples/manufacturer literature (as applicable).
  6. survey.  The property owner is responsible to provide a certified survey and must know the location of all property pins.  If the property owner cannot locate all the property pins, then the property must be resurveyed.

Note: For purposes of determining where the top of the dock joins the bank (“commencement point”), an elevation of 7.5 feet above Mean Sea Level  (MSL) should be achieved.  The ice dock at the north end of the Harbor is 6.5 feet above MSL and should be used as a benchmark.
