Swimming Pools, Pool Decks and Spas

Policy
Any swimming pool to be constructed on any residential parcel shall be subject to the requirements of the ARB which include (but are not limited to)…

  • Composition to be of material thoroughly tested and accepted by the industry for such construction.
  • The outside edge of any pool may not be closer than 4 feet to a line extended and aligned with the sidewalls of the dwelling unless approved by the ARB.
  • No screening of pool areas may extend beyond a line extended and aligned with sidewalls of the dwelling unless approved by the ARB. All screen enclosures must be bronze or charcoal in color and must be landscaped to soften their appearance.
  • Any lighting of a pool or other recreation area shall be designed to buffer the surrounding residences from the lighting.
  • Pools without screen enclosures must be fenced and adequately landscaped.
  • Above ground spas (also called hot tubs) may be approved by the ARB provided the spa meets the following criteria…
    • The spa is located at the rear of the dwelling within a screen enclosure as close to the dwelling as feasible,
    • The exterior color of the spa blends into the overall color scheme of the exterior of the dwelling, and
    • Additional landscaping is installed to screen the view of the spa.

Note:  The ARB will evaluate each and spa application for total effect including the aesthetic impact on the dwelling unit and neighboring properties. It is possible that the submission might meet the criteria above and still not receive approval if, in the sole judgment of the ARB, its overall aesthetic impact is unacceptable. The approval of an application for one spa application shall not be construed as creating an obligation on the part of the ARB to approve all spa applications.

  • It is the responsibility of the property owner and contractor to comply with the City of Jacksonville’s ordinances and regulations concerning swimming pools (See www.coj.net).

Note:  Above ground swimming pools are PROHIBITED.

What to submit
Property owners submit these documents to the ARB for approval…

 

For… submit…
Pool
  1. Architectural Review Application (QHFORM 5000/1).
  2. checks for the review fee, CIF and deposit.  See QHRRP 5000-020 (Schedule of Fees).
  3. scaled survey/site plan showing location of proposed pool, pool deck and equipment.
  4. two copies of pool plan to include elevations with dimensions.
  5. brochure/sample showing color and material of proposed pool material and brochure/sample of color and material of waterline tile.
  6. if installing a pool deck, include brochure/sample showing color and material of proposed pool deck material and brochure/sample of color.
  7. if installing a screen enclosure, see QHRRP 5000-197 (Screen Enclosures).
  8. if not installing a screen enclosure, but are installing a fence instead, see QHRRP 5000-245 (Walls and Fences).
  9. landscape plan.  See QHRRP 5000-335 (Landscape Plan Submission Requirements).
Spa (hot tub)
  1. Architectural Review Application (QHFORM 5000/1).
  2. checks for the review fee, CIF and deposit.  See QHRRP 5000-020 (Schedule of Fees).
  3. scaled survey/site plan showing location of proposed spa, spa deck and equipment.
  4. two copies of spa plan to include elevations with dimensions.
  5. brochure/sample showing color and material of proposed spa material and brochure/sample of color and material of waterline tile, if applicable.
  6. if installing a pool deck, include brochure/sample showing color and material of proposed pool deck material and brochure/sample of color.

Pool interior resurfacing
  1. Architectural Review Application (QHFORM 5000/1).
  2. checks for the review fee, CIF and deposit.  See QHRRP 5000-020 (Schedule of Fees).
  3. pictures of existing pool.
  4. brochure/sample showing color and material of proposed pool resurface material and brochure/sample of color and material of waterline tile.
  5. brochure/sample showing proposed coping color and material.
Pool deck resurfacing
  1. Architectural Review Application (QHFORM 5000/1).
  2. checks for the review fee, CIF and deposit.  See QHRRP 5000-020 (Schedule of Fees).
  3. picture of existing deck.
  4. brochure/sample showing color and material of proposed new deck.
  5. if changing the pool deck footprint, also include scaled survey/site plan showing location of proposed deck.
