Policy
Our policy is to ensure all new homes constructed and additions/ modifications to existing homes are in accordance with Architectural Review Board (ARB) Guidelines and completed per ARB approved plans. The ARB will inspect all construction projects at completion to ensure that work has been accomplished per the ARB approved plan.

Fees and Deposits are established by the Board of Directors annually based on project type (e.g., new constructions, additions, pools, landscaping changes, etc.).

Types of fees
There are two types of fees which are charged…

Fee type… Reason for fee…
Review fee to cover the costs of the review and approval process.
Construction impact fee (CIF) are charged to compensate for additional infrastructure maintenance caused by the project.

Use the below chart to determine disposition of review fees…

The review fee… If….
will be returned the project is withdrawn prior to being reviewed by the ARB.
Is non-refundable the project has been reviewed regardless of outcome.
Construction impact fee (CIF)
Use the below chart to determine disposition of CIF…

The CIF… If….
will be returned a project is cancelled by the applicant without initiation of construction and prior to permit expiration.
is non-refundable construction has been initiated.

 

Deposit
Deposits are collected in accordance with QHRRP 5000-020 (Schedule of Fees) and are due at the time a project is submitted to the ARB for review and approval. Use the below chart to determine disposition of deposits…

If… then the deposit is…
the project is found during final inspection to be in compliance with the ARB approved plan returned less holdbacks [e.g., fines]
an application is denied by the ARB or BOD upon appeal.  See QHRRP 5000-007 (ARB Determination & Appeal) returned less $25.00 or 25% of the deposit whichever is greater.
the project is complete, but the ARB Coordinator was not notified of project completion on or before permit expiration date, including extensions.
the project is found during final inspection not to be in compliance and fails project inspection forfeited in its entirety unless the property owner becomes compliant within 30 days.  See QHRRP 5000-009 (Final Inspection Process). 
construction on a project has not been completed by the end of the permit period, including extension. forfeited.
the property owner fails to either notify the ARB Coordinator within the 30 days for reinspection or fails to bring the project into compliance
a project is cancelled by the applicant without initiation of construction and prior to ARB permit expiration refunded in full.

Note:  Separate checks made payable to Queen’s Harbour Yacht and Club Owners Association are required for the review fee, the Construction Impact Fee (CIF) and deposit.  See QHRRP 5000-020 (Schedule of Fees).

There is a 30-day waiting period before a property owner can resubmit a new application for the same project.
