Procurement transactions should be based on written contracts unless otherwise addressed in this policy. The purpose of this requirement is to ensure documentation of the transaction requirements and commitments of the parties to the agreement, verification of compliance and resolution of disputes.
Unless otherwise required by law, all contracts with vendors for the purchase or lease of goods, or for the purchase of professional services (other than those specifically exempted from the procedures specified in this policy), general services, insurance, or construction, shall be awarded after competitive bidding or by competitive negotiation in accordance with this policy. |
