Regulations

Because of numerous laws and permitting regulations governing the lagoon system, vessel owners and guests must adhere strictly to all provisions of such permits including, without limitation, the following regulations.
- The Federal Water Pollution Control Act prohibits the discharge of oil and oily waste into or upon the navigable waters and contiguous waters of the United States if such discharge causes a film or sheen upon, or discoloration, of the surface of the water. Violators are subject to a penalty of $5,000.
- Accidental spills of oil, fuel, or bilge waste must be reported to the Harbormaster immediately. Owners of vessels involved in any spills will be held responsible for any costs to Queen’s Harbor in connection with the clean-up.
- The fueling of any vessel within the confines of the lagoon system is prohibited.
- No discharge from marine heads or a vessel’s bilge is permitted in the lock, the approaches to the lock, or any part of the lagoon. Vessels equipped with Y-valves for selection of pumping into a holding tank or pumping overboard must have the Y-valve permanently secured in the holding tank position while in the lagoon or lock. A pump-out station for marine holding tanks is located at the ice dock near the lock and is available during published lock operating hours.
- All vessels must have permanently installed electrical or mechanical bilge pumps. These pumps must be maintained in a constant state of readiness. Switches or handles should be labeled and installed in readily discernible locations and are for emergency use only. Discharge of any bilge water into the lagoon system is prohibited.
- The use of detergents containing phosphates for the purpose of cleaning watercraft within the lagoon system is prohibited.
- There may be additional rules and regulations made by governmental agencies which have jurisdiction over the lagoon system, lock, and approaches. All owners shall comply with such rules and regulations as they are made from time to time.
- The Harbormaster may conduct periodic checks of any vessel within the lagoon system at any time to ensure compliance with these regulations.
- The Harbormaster is authorized to deny access to the lagoon system for any property owner or guest that violates the terms of the permits.
